Nescamp operates a number of mobile and fixed camera routes throughout Aberdeen City, Aberdeenshire and Moray. The aim is to reduce the number of people driving at excessive or inappropriate speed, not catch people out.
The strategic aim is to ensure that the Partnership is aligned with, and provides the greatest added benefit to, the wider road safety partnership within the North East of Scotland. The objectives are to reduce the number of personal injury collisions on North East roads and reduce the overall speed of vehicles on targeted North East routes.
We are working towards the following Scottish casualty reduction milestones be reached by 2015, with targets set for 2020:
Safety camera sites and mobile camera routes must meet strict criteria that is set by the Scottish Safety Programme Office. There are eight safety camera programmes in Scotland and each one operates under the rules of the Scottish Safety Camera Programme. The Programme ensures that safety cameras are deployed at priority sites in need of casualty reduction to make drivers aware of the need to reduce their speed and drive within the speed limit.
The Partnership is funded by a grant from the Scottish Safety Camera Programme and the revenue from fines goes directly to HM Treasury.
Background
Following the success of eight pilot projects the Government invited other partnerships to participate in the safety camera initiative. In May 2001 the North East Safety Camera Partnership (NESCAMP) was formed, comprised of:
Significant Casualty and Speed analysis was carried out over the 3 year period 1999-2001 and casualty “Hot Spots” were identified, to allow an operational Business Case to be submitted to the Department for Transport (DFT) by July 2002, to meet qualifying criteria. The partnership plan was accepted and commenced in October 2002.
The Partnership has also been supported by Grampian Fire and Rescue Services, The Scottish Ambulance Service and NHS Grampian who all have the common goal of reducing deaths and serious injuries on North East roads.
